That should be illegal to drive a car like that. Distracting people going by you and impairs your ability to see what's going on around you.

Their fault for getting distracted. You dont have to look. If thats the case it should be illegal to eat at mcdonalds because you get fat. Its your fault for eating there and not working off the calories.
