He spawn in Fresnel and Worlmen. But, I find him most often in Worlmen 1. Last time I kept count, he showed up for me after about 60 times of doing the mission. So it takes a while, but he does show up. It is best to look for him with friends. Run separately in solo mode...then if he shows up for one of you...invite the other 2.
