Help on quests

My other account which is not registered has problems with a quest. I finsihed a quest from king elric in nordr and the quests guide told me that after i finished and turned it in to the king there will be another quest from what I understand but i cant get the next quest from the king please help.

You need to be a higher level for it, like 26/27/28.
