Magmatic Totem: Proc Bug?

Hey forumers,

I recently purchased the Magmatic Totem of Potency, l41, and have noticed a curious bug (?) with its proc.

In PvE, the proc works as it should - it groups all nearby mobs together. But in PvP I notice that when it procs the team on which the caster is gets pulled towards the person on whom the proc is used on. It's kind of the reverse effect of the pull, no?

Is it a bug? Or did I just purchase a buggy Magmatic staff? D:<
