Try have Frostbite so your opponent will be frozen for a longer period of time, you can try 9.

Lightning is a must 9

Heal doesn't need to be at 9

1 on Revive

9 on Firestorn is a must

Icestorm is up to you

Drain at 9 is a must

Weakness and nightmare is optional

Mana Shield is up to you but have at least one on it

9 on buffs is a must

I think that would be a good build for going up against an archer, because you never have time to debuff anyway because they 2 shot you! Thoughts sheu?

This build provides the strongest and fastest nuke; besides icestorm all your damaging skills are maxed. Debuffs arent really needed as they force you to get close (6-8m), slow down your nuke and take away points from more important skills. Birds will kill you before you have a chance to debuff. Against other intmages 9 in ms and a strong nuke is much more beneficial than debuffs that can be kited/healed easily. Same goes against pallies, a good one will heal the debuff right away. Against bears you dont want to be close enough to hit debuffs in the first place and even if you are, the chances that the debuffs will hit through the dodge and that you will be able to get in a nuke afterwards are very slim.
Better spend your points on something you will actually use.

You seem pretty informed and it is a good build for archers, however, I am pure int using this build and bears are IMPOSSIBLE unless you can find me a way hehe, thanks anyway!

Sadly, there is no build that beats a decent savage bear, no matter how skilled you are.. :/

Your best bet is trying to kite beckon and nuke afterwards. Heal off stuns and try to keep a distance, time your shield and pray for your skills to hit through the dodge.
