Here are some builds(very easy to tweak and modify to your liking);
Stat allocation: 75 str, rest dex. Hit% or dodge ring preferred.

There is only 1 strategy at this level for bear IMO-hope that the rng is forever in your favor and that you're able to dodge everything. Nonetheless, it's still a fun level to PvP at with bear.
