Energy cooldown bug?

I don't have screenshots, but this is what happened.

1. I used up my 3 energies. Then a cooldown timer started where you get a recharge of one energy when time is up.
2. I farmed for energy essences and succesfully crafted 5 energy tokens. The timer cooldown is now around 2 hours.
3. I used 3 energy tokens to recharge and go to the Ursoth quest. I consumed all the energies within 30 - 45 mins
so this means I only got more than an hour for one energy to be available again.
4. But when I looked at the cooldown timer, its now more than 7 hours winding down and still no energy recharged!

What happened to the more than 1 hour time left? Why its got replaced by a 7+ hours?
Does the cooldown timer get a restart when you fill the 3 energy using tokens?

I just need to know, so that I can managed my time because I'm competing for the leaderboard.

When you have 3 energys avaliable, the timer resets

It's best if u start with 2 energys, when entering an ursoth map, only have 1 energy, if u have 2, there's a chance u might loot an extra energy and then the timer would reset

Thats what I have been doing. But still the question stands, is it a bug? or they coded it this way?

It's not a bug, it's been set this way to avoid complaints in cases like "I maxed my energy 3/3 with energy kits and then timer finished but I didn't receive another energy". Like Int said, enter event map with two energy orbs maximum.
