It's just a vanity pet, like the others in PL. But you can combine it with other elite vanities to make a 2 or 3 piece ring.

Give the ring different effects, but it can keep same stats as 3pc.
She didn't give you the option of 4pc. She said "2 or 3 piece ring"
So I guess no.
