Capped gear stats

In the past iirc capped gear are stronger than the next few lvls right? For example, lvl 16 gear is stronger than lvl 17,18,19 and lvl 21 gear is stronger than lvl 22,23,24.

Is it still like that with the current gear? Or did i remember wrongly?

People still use lvl 30/31 mythic rings/amulets predominantly, level 36 mythic armor/helm is considered the one of the best if not the best armor and helm still. But level 36 weps (besides arcane staff) are blah now..

This used to be how it was, but now with the event gear and crate gear scaling to all levels, it's no longer that way anymore.
