I assume he would have to email support for them to move it to his 77 toon unless he wants it there

Wow, updates over, and still no elite cut throat titles have been given to first time players to cap within the week of the release. I sent a msg to sts, and notified them of this, chad told me he'd bring it up to the developers and see whats going on. Still waiting chad...still waiting buddie.

so this glitch surely got exploited to get 3pc (or 2pc) rings on a lot of chars tht didn't even reach 77....

what about fixing this? thts pretty unfair... we don't need more unfair stuff (already got some ppl getting special vanities in sts guild and some guilds get information earlier...lol)

The Elite Cut Throat Title was originally created for the level 76 title. It isn't hooked up for level 77 and it wasn't on our radar for this level cap raise. It may be something we can retroactively apply in the future, but we don't currently have plans to do so.
