You can get arcane shard or arcane fossil even you are at level 31, but it's still so rare like 0.01% drop rate.
Actually, not recipe for fossil, it's recipe to make Nekro's egg, you can get the recipe by completing quest from Paracelsus with 3 Arcane Parchments.
