in that case, talon is above 8m and under 10m because my baseline was stomp range compared to barrel distance. an easy way to test is use /location and measure the change in x/y axis as soon as you find a horizontal/vertical line change.

I've tested it with the /location as DivineMoustache said against barrels, and 10m is the range of talons. I've always thought it was 8m as well.

Correctly! And since talon got 0.7 speed, your range when you first hit will be 10m - the meters you are running during 0.7 sec. In this case, as you are running towards someone, somewhere between 8-9m.
