No, I did them all yesterday and they weren't given in any of the quest rewards.

You will need a lower level character (24 and below). Not sure exactly where and who drops it though.

No. I was farming those a lot and they drop nothing good. I got this axe as a drop when I was doing quests in lost expedition.
