When planar arena arrives to arlor!

Ok. So I'm in the zone of making my new guild, but I need to know either a specific date, or time range of when the planar arena comes out. ( Halloween, before Halloween, etc. )

If someone could tell me, (dev or mod) that would be great, because "Soon" hopefully wont be in 3 months! -__-

Uhmm in the announcments they said next week the new client with planar arena would come (what is the planar arena?)
