The jump effect does work in PvP however, the percentage for it to happen is fairly low (I've seen it happen before). It does have a higher critical rate similar to Mind Wrack and similar damage rate, however the only thing that really makes it different from using Mind Wrack is the skill regeneration time. Being much slower than Mind Wrack, I wouldn't recommend it unless you are using a high damage build. Using a skill with slow down time can be easily replaced by a skill that can regenerate faster for similar damage output.
Example 1: (This is just an example and do not reflect actual gameplay.)
Anguish used once: 13 Damage unless critical which would be about 41.
Mind Wrack: 13 Damage + Faster regeneration for another 13 Damage= 26
In this scenario, Whether Anguish gets a critical hit or not, Mind Wrack would be more viable. If Mind Wrack get's a critical hit, It would already surpass Anguish for damage output.
Example 2:
Anguish: 13 damage unless critical hit which would be 41.
Flame: 7 damage for 5 seconds + faster regeneration for another DoT= 70 Damage not including possible critical hits.
Overall, Anguish can be easily replaced, however it is still a good option for twinks and endgamers. In my opinion, it is not the best option for twinking. Happy twinking! ^^
