No, it isn't.
I don't remember on what was written on one thread and forgot its URL but still they do that so that they can see if you'll make a wrong thread.

The reason why you need 10 posts prior to being able to create your own thread is to combat spammers. At one point it was out of control which was no fun for anyone! You should be able to make your own threads now though.
