Some 1.7 Qs (crafting, etc)

HI guys, I havent been playing the 1.7 majorly so when I was playing yesterday I got a bit confused...

1) I went to FH and tried out the forge thing... how come I only see up to level 15 items to be crafted?? I’m only level 50 right now, do I have to be level 55 to craft lvl 55 items or at least see them from the NPC? Or is there another NPC who sells level 55 recipes or what?
2) I see a few level 55s already in towns and in games… anyone know what the top gear is for mages when you hit level 55 and who drops them?
3) So I’m guessing that doing the BS quests have nothing to do with crafting or crafting higher lvl items?

There're daily quests related to crafting items. And bosses drop recipes. Not sure if all of them or particular ones yet. And I hear it's rare. And we're all still learning. Great fun. And what's wrong with hoarding? :P
