It's on the rarer side, but I've seen some newbies with it so it definitely drops. I expect it is worth around 10-20k if you can find a buyer. There's a warrior called disbelieves who has a set and thinks it's worth a lot (or tried to pass of a cheap item as a lot more than it is worth). Try contacting or selling to him/her. Good luck!
