The top place statistically to level up: Kraag Tombs from level 16-41.
Kraken islands are also good from 20 to level 32 I believe.
Also, you get an xp bonus in Tinderin maps, making them much better than Dead City or Nordr at higher levels (36-41) once the others no longer give xp.
