The damage may be low but it is AOE, so you multiply that damage by the number of mobs you are hitting, unlike most bear damage skills which are single target and short range to boot. Plus Stomp finishes some combos for you (stomp after beckon or after a mage freezes), in which case it's damage is also increased.

Like Royce said, it's AoE and a combo finisher, so that extra damage you get for one level goes through quite a bit of multipliers. Not to mention if it crits, if your using crit dex gear.
It also doubles as a "save my behind" skill for me now and then. You're probably spamming it anyway so why not max it?

I find it very usefull especially while soloing you get most out of it if its maxxed especially if dex bear

I would say Maxing stomp is a must. Mostly because of the combo alone. (btw thanks to Elly for tips on how to control beckon and stomp - a few times of yelling and it stuck lol). I notice if mobs have debuffs i can do about 1/4 of their HP if the combo double crits. That will allow aggro if tanking, or mass dps if not.
Yes, stomp is most definately worth maxing. Maxing it helps the Bear do some damage when using it correctly. The Smash Combo (Beckon+Stomp) damage will increase, and when using Stomp to pin mobs in corners and walls, they fly into the wall/corner from a further distance along with taking more damage.
Just a note to the newbies: Don't spam Stomp. It makes us Bears look bad. Its only good in some situations, mostly Crowd Control. Spam it only to keep mobs/bosses pinned against walls and corners. Otherwise, you'll fling the mobs everywhere across the room.

With the new update to 1.7 adding the Beckon + Stomp Combo it's become a necessity for damage. Put stomp to 6 if you want to do any sort of damage to multiple enemies.
I'm finding that at level 50 I'm now able to handle Crush the Keeper runs solo with the crowd control. Makes my bear actually do damage and take out large groups. Plus once you beckon stomp a crowd a mage will usually finish them off with lightning or something. Definitely speeds up runs if you can control it.
