Elon Bulwark 100% for PvE. The huge armor and HP boost is what you need for tough elites.
For PvP, I would assume Arc. Maul because of the insane dmg. But if you can afford a Maul then just buy the lvl 41 Bonesaw and call it a day.
Maul is widely used for PVE as well, it has 50% armor reduction proc (highest in game if im not mistaken) and stun mobs making it very useful for PVE.Originally Posted by GinjaNinja

I use frost bulwark (Im a PVE Player), litle cheaper option but it procs a lot, both ice spikes and armor reduction.

Bulwark got lack at dmg so it wont make you able to kil ppl in pvp cuz rouges crit wil kil when you might had an chance to kil when you had an dmg wep (glaive/41 bonesaw/maul)
And, bulwark is an suport wepon wich gives you armor and hp wich are useles if you want to kil. Bulwark isnt that great for pvp and a little better for pve but the proc and damage of maul helps your party more then when you use bulwark (defensif) wepon
For cost effectiveness and versatility, I would go for the Elon Bulwark (not frost bulwark).
PVE:
The Elondrian Bulwark has 100% chance to proc on charged attack in PVE. This is a huge benefit. Go to the left side of a mob stack, charge attack. Go to the right side of a mob stack, charge attack. Repeat. The proc it does is 1) curse the enemy to dmg it if it attacks 2) reduce armor (i think by 115 static value?) 3) reduce crit. When enemies take dmg, I believe they may increase aggro towards you too which is good. The Elondrian Bulwark also has another random proc that activates when you are hit. This spirit proc heals you and your teammates, buffs your primary stat and adds armor. Basically helps your team survive a little more.
Maul is also good for PVE but only if it procs. If it doesn't proc, its not that great. The proc will help rogues/mages kill faster since it has a high 50% armor reduction on the enemy and it stuns.
Mythic Glaive not so great for PVE. The proc does not help the team at all and only helps the user if it procs. The skill dmg and heals are stronger but its not really worth it.
PVP:
With rogues hitting so hard you need high armor. I recommend 2300-2400+ armor. Otherwise, juggernaut will break and/or you will die very fast. Elondrian Bulwark will help with this. Maul has 0 armor. Mythic Glaive has a little armor but not enough. If you wanted to go for Mythic Glaive you would have to make sure you get good legendary armor to boost your armor rating to 2300-2400+. If its not imbued, you'll be sacrificing a lot of dmg most likely. Might as well go the Elondrian Bulwark route if you can't afford it.
Here are my weapon ranks:
1) 41 Bonesaw - Excellent for PVP, ok for PVE
2) Elondrian Bulwark - Good for PVP, Good for PVE
3) Arcane Maul - Good for PVE, Bad for PVP
4) 36 Glaive - ok for PVE, ok for PVP

I see your comment on Elon Bulwark, but frost reduces armor as well right now and its ice spikes does a fair amount of dmg. Only thing missing is a 3rd proc. Elon is that far superior?
Just asking here....trying to understand better which one of those bulwarks would be better to have.
