Piercing at npc in towns

Whenever I use shadow pierce (rogue), I get directed at an npc. Please fix

Just found out that almost any attack skill treats the npc as a mob/player.

that must explain why when i was shooting a fireball on mage, it was aimed at the beastmaster at Outpost...
