it was a test run, theyre trying to limit everything interaction to lvl 5, since gift and trade are available only when you reached lvl 5.

Low lvl chars could not trade as far as I know.. May have had other restrictions/limitations as well since they also mention "Consignment Store" and "Stash access"...

Characters under lvl 5 could not access the stash or auctions, which was causing havoc as many people had items listed in the auction or were using low level chars to hold items. Not to mention the market for low level twinking.
