No, the vip kits are the ones you get for starting a new account ( not character)
You can find it in stash at travelers outpost and further cities

VIP kits were found in everyones stash as compensation for something if someone could enlighten me what it was because I can't remember

Isn't that VIP kit were given during Halloween event as compensation bcoz the lag n DC issue.

It was the "Larzurus package" or some crap word like that, JustG gave the kit for everyone due to the DC issues between the client and the server during halloween.

We started our characters this year and we all had the VIP 10 packs of elixirs in our stash. So it was a new account bonus in our case.
