I think it's just a more powerful version of shatter.
Maybe Super Freeze+Stomp? That's my theory.
all i know is that i have had it happen TO me... while i sit there looking at the lagging damage numbers over me, i notice some things, like healed, and fractured... maybe it is some sort of advanced armor break, considering that is one of the possible debuffs from mobs in the hideout?

I pretty sure it's a process with a wep.
