Not positive here, but he may have autoleveled to 41, went to Exped Camp to unlock the area, and then told STS support that he "accidentally" leveled up and got de-leveled back 13, and still had the zone unlocked...

Minimum lvl for Expedition Camp is L34. He must have used the auto-lvl glitch like Visiting said.
