Can't Hey Stallon Quest

I can't get the orc tag quest from Stallon in Garetta. I can get the gem quest but have never been able to get the quest from Stallon. Any ideas what I need to do to get quest?

i think you should talk to merek the miner first, not exactly sure which maps you can find him but there's one at traveler's outpost. after that you'll get a quest from stallon that you have to talk to fribbel, you can find him near the guild castle. fribbel will then give you a chain quest about killing the glinstone caverns bosses. finish this and it will unlock the daily from stallon...i guess?
