chat message edit buttons per character

Please make the chat edit buttons per character, not global for all characters.

When I setup some sewer instructions in my chat edit buttons on my mage, they are not useful when I go the the swamps with my lower level bird. I think each character should have it's own messages rather than all characters using the same four messages.

Also, a 28 character limit is a little short, and could I have 6 messages instead of 4?
