I not pro but I'll share.
Use full skill in pvp for pull enemies in clash. Also beast in vs.
For PvE use full when you fight (elite) bosses.

war lvl42 now....bt lvling up....

Axepull is not the best when you are tanking a mob situation in pve. It attacks just one enemy, so it doesnt really help your team. Its good to have as an extra skill though because some bosses are pullable with axe pull, hence you can keep the boss away from rogues/mages,if timed correctly you can pull a boss as he is about to do a skill, and take the damage yourself. or pull the boss of a pool or aoe which buffs him. Some high end tanks prefer to use VB, axe,cs and slam. no horn, to do max damage and help do better times.(but that is an advanced situation, talking about a maxed gear tank with para n saw/maul maybe) Mainly axe pull is helpful in pvp. It reduces a opponent armour by 20% for a few secs, and feebles them, its also helpful to pull kiting rogues or run away mages in pvp, back into the fight zone. If timed correctly axe pull can be a deadly attack, esp in pvp. And yes very helpful in PVE boss situations. But always remember that it only attacks a singular target, so keep that in mind when choosing the situation you use it in
