Is it level 4 OR the first 4 quests? I had to get to level 4 to use another char, and that was since the last update. Didn't say anything about quests.

nope, just complete 4 quest and you'll be as to use the stash.

It's been this, 1st 3 quests (now 4 if you include the 1st Zhara one) for a long time; since quests were implemented I think.
Yet I still hear about people talking about leveling to get to Stash...

No need to skip Babrax. He's easy.
No need to use plat, though obviously, it's faster and the items look more interesting.
If you're farming Meathead w/ higher levels, no need to use your level 1.
And BTW, level 4 farms Meathead pretty well. Might need a little bit of gear though.

As for which is best, I like them all. Only thing is bear's range seems to me to require a bit more walking, since you have to finish a kill before moving to the next target, but then I tend to set myself up toward the next target while my ranged characters are still in the middle of a kill.

First four quests or level to 4. Before it was finish the first 3 quests ("Zombies here" - Hawken, "All my cool stuff" - Hawken, "Mr Swift" - Hawken, if memory serves me right) or level to 4. Now I guess it's first 4 quests.

Edit:

Strobe. Go to plat store, items, archer, then hit crossbows, and scroll down. Bling flingers should be near the bottom.

Yep theres 3 str, 3 int, 3 dex armor, 3 int staff, 3 str shield, and the helmets u get from blacksmith quest.
Other gear would be from plat store

you can find level one helmets, but they only add +1 armor, so yea get helmets from the blacksmith quest.
