Event lb banners have never been tradeable except the leprechaun one but that was mentioned at the start of that event
So I am going to assume that they won't be tradeable

I'm about 95% sure that the leprechaun banner being tradeable was not mentioned at the start of the event, atleast not in the event thread.
I ran for it, and I remember how pissed people were that it was tradeable once they got it.

No the banners aren't tradeable. As others mentioned banners typically are not tradeable.

I'm 90% sure it wasn't mentioned as well, but I'm positive that it was a mistake that it was tradable! Usually stuff isn't. In the future I bet things won't be!
