Upgraded my helm it should give more regen, but it doesnt. Gave up my fire pin for nothing x_X
There are fractional points in there somewhere, and you will probably still get better regen from the 2 H/s hat even if it doesn't display. This sort of weird stuff has been reported many times. I just did a respec where I wanted to get 16 pts in Str. for the 1 H/s. I accidentally put 2 pts in Dex and could only reach 15 Str. Though my health regen displayed as 0, when I equipped a 3 H/s cap, my regen went to 4 H/s, so my almost 1 H/s got rounded differently, and displayed once the others were added. No one is really sure how this works exactly, but it is not new.
But if the rounded h/s (shown to user) was 4 before, surely after new helm it should be rounded to 5? Assuming that the 1h/s and 2h/s are exact and not just rounded to nearest number... Any way, the helm works for me.

Yeah, the math is either more complex than we realize, or the gear stats are rounded to integers for display as well.
I've noticed this with many different items, and would speculate that gear stats are rounded to integers, even though they aren't really. So an item might have like 2.6 h/s, but it displays as 3 h/s. Hopefully the devs can chime in on this one.
