Gold Veteran Shield Question

Do you need to have the level 16 banner to get the shield or not? i only got the level 21 and up does that mean i'm not considered part of the veterans? And forgot what date i created my account lol but i'm sure i created it at 2012, didn't get the shield soo sad haha ;( gahahaha

Edit: Just checked sts nexus my join date was 2013-1-23 only a couple days late wahhhh sts shield please hehehe
