How do I get 15 items from balefort castle?

I was running through bale with my 15 and there was no one else in my group but I was still getting lvl 19 and 18 items. How can I get those lvl 15 items from bale?

Heard it also gives level 18-19 items but you'll find lv15 items with lv13-15 charafters, its just a rarer drop

The lvl 15 items aren't a rarer drop, they are just scaled drops, Recently lvl 15 items require characters of only lvl 15 because now the new requirement of balefort is lvls 15-19; so lvl 13 and 14 players can't join balefort, so in order to get lvl 15 items you need only lvl 15s in the group. One person over lvl 15 will rig the drops for the rest of the party.

You can join as a level 13 and 14. You have to be with in 2 levels of the minimum recommended level for the campaign. But yes, everyone in the party must be level 15 and under, and the threat level usually has to be white for you to get lvl 15 loot.
