I personally don't do twinking builds, but you can post a twink request and one of the bear experts who comes to the page might be willing enough to give up a twink build .

not into lobbying, but the current build on my topic is great for pvp, and pve but takes a bit of skill to play.
pure dex (but if you went half/half would still be good.) avian pinks for level 20-25 they are mostly all the same so.
skills.
RAGE 6, BECKON 6, HELLSCREAM 6, and STOMP 6.

make sure you have a FAST ranged weapon to take advantage of the shot time between rage/beckon/taunts. now you could do some mix matching with the skills abit but this is my current build, and i have not fully experienced it in the pvp real but on pve yes very good. a team healer makes it unstoppable.
