So the ring is not actually doing what you think.

The Level 2 is the minimum level to equip it, however the actual stats are calculated based on the players current level. A level 2 would receive +2 to all stats. 0.75 * 2; rounded

The second picture with level 35 to all stats is the level 46 version.

does this not mean that the requirement for the ring is to be Level 2 and at Level 2 the ring will give the stats as per the first screenshot. When it is scaled up to top level (I presume, Level 46) it will give the stats as per the second screenshot ??

Oh sorry, i meant the arcane deary. Does it has other effects on PVP? Of course cant send player to other dimension or this is for pure PVE only?

Its all the same in PvP other players won't be sent to a dimension but they will still get the affliction stun, freeze, panic etc.

Correct it will continue to scale. I believe in the event of leveling mid run with the ring on the change would be applied the next time you zone.

How would it handle jewels placed in the ring?

I can craft with my 46 account 3 nobles and then hand it to my 15 alt to have 3 noble jewels? Wouldnt that be an issue?

The item level is 2, so you will not be able to use powerful Jewels in the ring
