You have to pick up the quest called The Dragkins are Coming! from any quest post box, then see Jorrix in Paradise Piers, who will direct you to Oarswood.

Yes lvl10 twinks can go to expedition camps by fake deary portals if you are lucky lol or i say you unlucky got the fake portal. I saw one twink lvl 15in expedition today

Ive heard that if you plat leveled to 41 and asked sts to revert your level that the maps stayed unlocked

Those are twinks who purposely purchased a lv41 level up pack and abused it by PM'ing STG support that they "accidentally purchased the lvl41 level up kit". Then get the quest before de-levelling, go to camp then de'level. That simple.
