Could you imagine an underwater expansion? Located beneath the southern seas lies a city encased in a glass bubble, and there is an npc who can enchant you with a magical spell that could grant you the ability to breathe underwater. The PvE maps are all underwater, and you could explore a sunken pirate ship (perhaps the one that bloodhammer used in kraken - southern seas) infested with angry fish, sea urchins, jellyfish, sharks, and perhaps the return of Bloodhammer! One of the bosses can be a giant fish that swims around the area. Another can be a giant squid...
