Warrior's Juggernaut Unstoppable Upgrade sometimes is not working on PvE and PvP because you can still get stunned when the skill is active. I must also add that there is a bug on PvP that gives you a permanent 25% damage reduction.

Nope, Juggermaut is not working properly at all.
Especially any anti-stun and anti-slow in new maps seem not to be working properly. Juggernaut, Arcane shield, Razor shield, Nekro shield...... maybe others too...
