What does hellscream exactly do and why is it so good maxed out?

HellScream drops hit percent by 30 percent when maxed out. It also stuns, every time. This is great! In PvP it prevents damage, as well as PvE. Not only that, when it is maxed, it does -10 armor. Great skill for tanks and absolutely vital.
