Cheat, Glitch, New Gear? Players zooming

Today I saw some players zooming through town like I have never seen before. Said player had no pet and the movement speed is something I have never seen before. I know I'm not going crazy and I'm not exaggerating but said players were moving 300x faster than normal play. 1 was a sorc and he didn't have increased movement from the wind skill. I tried following him and he lost me in half a second. I decided to message him and ask how he was moving so fast and all he gave me was the stupid XD face. so I screenshot his name and him sending another XD after asking me where I saw him at. Something is definitely fishy about this. He immediately ignored me in chat
