Pvp 47-49 a thing?

So I herd that there is a new twink pvp bracket lvl47-49... A friend told me that people are staying there since pvp is still active there. I don't really pvp that high up but now that the gear is much cheaper I'm considering joining that bracket... Anyone here can clarify if this pvp bracket exist? Lastly which pvp guilds are there for these lvls?

Whenever I'm in a lobby I just say "flagging" and basically every1 else says same. Then we set up an order and flag.
