It looks as if the Star Legends chat filter data was really out of date compared to Pocket Legends. The next content update should allow you to at least say what you can say in Pocket Legends.

from a discussion earlier it would appear the SL filters are based on some older data settings and are a little stricter than the current PL ones. Should be resolved to match PL in next update.
