You don't need the Cryostar Event active to find the Secret Lab.

That said, based on this thread Ardbeg may be the only one who can currently enter the Secret Lab.

So far no luck, is this secret lab a random encounter or is it guaranteed to be on the map?

I don't think it's a random encounter. After all it shouldn'tbe something we spawn after the need for it comes. Unless it's the Room of Requirement.

Maybe it's in one of the rengol maps(I'm guessing you've scourged all the Underhul maps.).

It says clearly in Elite Forgotten Citadel in the quest.
