It was actually a French watchmaker, Robert Hubert, who claimed he was an agent of the Pope and had started the Great Fire in Westminster. He later changed his story to say that he had started the fire at the bakery in Pudding Lane. The truth was not really clear if it was really started in Westminster or in a bakery at Pudding Lane.

Coal, I'm interested to know if you've read Connie Willis Oxford time travel series and Ellis Peters Brother Cadfael detective series. I haven't read any Connie Willis but I have read all (or nearly all) of the Brother Cadfael novels. I am very pleased to say that not only are they entertaining they are very well researched also. Nordr and Glintstone must be outside this jurisdiction as they have their own kings. Tindrin, Ursume and perhaps the Kraken Isles, also appear to be independent nations.
However, as it seems that the president will be elected by the votes of fewer than a hundred Arlorians, this would actually make Arlor an oligarchy.
