You know where the CS is right? Balefort Castle.

You click on one of the bird NPCs standing on those chests, they will bring you to the Consignment Shop (CS).

Within the CS, you have different options to search for. Name, level, rarity, etc. Go find out

level 4 is the stash requirement but i'm not sure about CS tbh
