Looks like one of the King Northal gnomes that was caught while spawning (by a Nekro banish?) and thus condemned to be a bugged mob (like all those other infinite health zombie mobs that are staying around in Arlor after not being banished completely) #vanishafterbanish
I might be wrong, though.
