2) Been happening for a few weeks I believe? I think it's possibly also gotten worse.
Any time of the day. I've tried playing during a time in which most of the ones who use the same WiFi are working, so that there wouldn't be as much traffic, but it didn't seem to improve things (of course, they could have left their laptops on and downloading something, too).

I admit, sometimes I lose my WiFi for a second or two, but I think I can tell those dc's apart from the terrible red ping I'm experiencing. I'm not entirely sure I can rule my WiFi being bad out entirely, but I don't think it's the issue; Youtube videos don't stutter, other online games don't lag. (I'm no computer genius and could very well be wrong.)

6) I'm going to describe what I'm going through as specifically as I can, I really hope it can somehow, somehow help fix this. Assume I'm talking about km3, as it's the only map I attempt to play when I'm lagging.
First of all, it doesn't happen *all* the time; I think it's more like half, although today was especially bad and I could play properly maybe 20-30 minutes. The loading screen usually lasts 5-15 seconds, sometimes, quite often, doesn't stop at all; when it does log me into the map (in a pug), the ping is already red and rising. It doesn't stop being red till the pug is done killing the bosses (usually doesn't disconnect me, but just rises and every once in a while restarts from 1k and rises again). When everyone has left, the ping returns yellow/green and my screen finally catches up to what has been going on, but it still takes quite a while to return to Kraken Mines/a city. When I'm in a non-fighting zone, the ping is usually green, sometimes going yellow/red for brief periods of time.
Going into km3 solo improves it, instead of getting 19-70k ping I "only" get 1-6k, unless I'm standing still. (I've only tried this today, so the results of this "testing" may be inaccurate).
No amount of restarting the game, rebooting the router, restarting the tablet fixes the issue.
Sometimes, for maybe 2-5 minutes, I get green ping in maps too, but it's soon replaced by the usual. Some other times it just fixes itself.
I've also experienced the infinite loading screen on first login other people have reported.

7) Like I said I go to km3 quite often, but lately I've been wandering around Arlor everywhere, from Elite Ydra to Kraken to Tindirin; I did farm 3k+ kills in Elite Skull Cove without a lot of issues, completed Elite Cogswell brothers in a pug with green ping, and Elite Korgar in a party with only very minor lag. Might have just been a coincidence, though, sometimes I'm graced with green ping for a while, even for an hour or two. But please don't assume it happens only in km3; it's not the only place I'm having trouble loading into, it's happened in the same Elite Southern Gates I've cleared today, for instance, and solo runs in Elite Bael have yielded similar results to solo km3 when I'm lagging. Like I said, it's my go-to place to wait it out (to no avail).

Since 8 pm on July 19th the issues have changed (I think roughly 24 hours since the hotfix), so I'll describe what's happening to me this time (the greyed out 6 and 7 are from before, in case they're still somewhat needed).

6) Km3:
I'm being able to play with green ping for maybe 3-6 minutes (a couple runs). During this time period I can run smoothly, craft without delay, switch toons etc. Then, when changing maps, the infinite loading screen appears (anyone else notice that the dog starts twitching and spasming when you wait long enough?), and I'm unable to play for a while (maybe 20 minutes?), before the 3-6 minute period returns.
Couple other maps (umm... I know it contradicts what I've said in the greyed out part >.<):
I have no idea why AL would be laggy in other maps the previous days, but now they're mostly fine; I ran random maps all over Arlor and only stumbled upon infinite loading screen in The Wilds and in Gnomish Ruins; I double checked afte restarting the game for each of them and could load into them without issues.

The infinite loading screen in those two maps doesn't seem to prevent me from logging in, I relogged 5 minutes after each (and was sent back to the last city I visited); however, it took several attempts (5-10 mins between each) relogging to avoid the infinite loading screen in km3.
Another thing I'd like to note, is that even at km3 I can usually view my main character page, the one with the round "Play" button and the list of all my toons. The infinite loading screen occurs when I press "Play".
(I'm realizing now that it's not much about red ping anymore. It was at the beginning, but now the ping is fine, I'm just encountering a lot of loading screen.)
