So after being affected by the "music" my run speed decreases,
When im using the 4x combo elixer, run speed goes to normal w/ no boost.

Noticed the same thing, but it also applies to the bear traps on the ground in lions den (particularly the ice traps).

The 4x Elixer was iffy. Used several to level to 60. Are 4x combo elixers supposed to contain 3x melee damage and armor? Noticed it did and felt ripped off, the run speed was off and on. And it seemed like the xp was as well. Keeping a close eye of the xp bar to race a guild mate I noticed after being behind I would fall behind even though we potted same time and were in the same runs. It evened out but at times did not feel like 4x exp.
Retired: Alwaysdt 71 Mage. Legends never die, they just fade away.
Revelation
Getting back on topic I have found a fix until they look into it. If you don't mind the death count just let the mob kill you then have someone revive you. You can also exit and re-enter the level. This resets the speed trap issue. I have tested it a few times and it works every time.

Eh. I'm a bit late, but the description says max armor, max damage, max runspeed I believe. 3x is the max for those.
I am still trying to figure that whole comment out hahaha

And yes, the 4x combo only includes 4x for experience, the rest are 3x
