#2 is too small of a buff just by itself. The reason is that nobody uses SP in a team based scenario unless they have a death wish. 5% HP recovery more is nothing in the face of putting yourself directly in the line of fire.
Don't forget that #1 wouldn't be too OP in PvP because of how SP is designed. Using it places you in jeapordy and directly in the middle of damage. So, while a rogue needs packs, and razor shield (assuming they give damage reduction to it), that leaves them with aimed shot and shadow piercer. Since SP cannot be used in a clash without dying (try it, a good team will make sure you die if you use it) that only leaves aimed shot left.
Yes, that would be more than fine by me. We just need something to be able to survive the rush. That can come in the form of damage, or in the form of survivability.
